The Trustees have to use that information to rearange each area. As people come up for renewals each year, we look at each site and try to rearange that area. There has been several new permits given out. There is no moratorium on new permits. We will be working on this and will keep you informed of our progress. Given that the inventory hasn't happened for 8 years and is unlikely to happen in the next few years, does that mean there is a defacto moratorium on new permits? Why?
