			<content:encoded><![CDATA[<p>At the August 12th Town Board meeting, a resolution was passed creating the Southold Town Beach Erosion Mitigation and Restoration Task Force to consist of eight members and three liaisons.  The Task Force was created &#8220;to develop a town administered action plan to address the critical issue of beach erosion and to develop and evaluate options to replenish eroded public and private beaches.  Such options should include the acquisition of dredge equiopment to be used for this purpose.&#8221; </p>
<p>The following individuals were appointed to the task force for a six month term:  Eugene Burger, Peter McGreevy, Chris Showalter, Jerry Schulteis, Robert Lehnert, Bob Ghosio, Jamie Richter, Jim McMahon;  Jill Doherty &#038; Dave Bergen - liaisons, Al Krupski- Town Board liaison</p>

<blockquote><p>We [SoutholdVOICE members] are concerned by the NOAA meeting entitled “Visual Impact Assessment of Small Docks, and Aesthetics Impacts of Small Docks. The DOS’ Steve Resler’s comments about zoning our waters for “passive” recreational uses, and Mark Terry’s dock work group, who are charged with crafting legislation to regulate docks in the sound and bay, seems to be an attempt to neuter the Trustee’s role.</p>
<li>1.  How do you feel about this policy?</li>
<li>2.  What good or ill do you think will come out of it?</li>
<li>3.  Were Resler’s comments empowering or off-putting?</li>
<li> 4.  Do you agree or disagree with his rhetoric about property rights not being an important consideration to the policy?</li>
<li>5.  Do you agree or disagree that we want to encourage “passive” uses, not active uses in our bay system?</li>
<li>6.  Do you agree or disagree that boats are, in Ressler’s words, “annoying and polluting?”</li>

<p>I wanted to provide everyone with the latest update on meetings concerning docks on the bays.  I received notification today that there has been a meeting scheduled for this Thursday July 10 at 9 AM in the Town Hall Annex.  Invited to the meeting are all Town Board members, all Trustees plus additional town employees to hold a conversation with Steve Resler with the NYDOS.  The agenda includes overview of the moratorium, historic court decisions on the regulation of docks, town authority and jurisdiction, types of regulation to include designation of areas and the zoning of underwanter lands to &#8220;advance public interest&#8221;, the economic impacts of banning docks, what is the legal authority of the DOS Significant Fish and Wildlife Habitats and availability of model laws.  This meeting will be followed by the evening session on Thursday at 6 which is a roundtable discussion.  My feeling is that the information discussed during the morning meeting will be significant.  Both meetings are being held in the Town Hall Annex conference room.</p>

<p>Developed to give everyone a better understanding of the work of the Southold Town Trustees, this half hour program &#8220;Stewards of Our Shoreline&#8221; explains the history of the Trustees, the parameters of Trustee jurisdiction and shares some examples of wetlands code regulation.  Our Trustees have been entrusted to care for our shorelines, and take their responsibility seriously. One of their goals is to inform us about what they do and why they do it. See the Trustees explaining their policies in their own words, as well as scientists and other experts in the field. Understand the science behind the laws, and hear their appeal for community support to help protect our unique and valuable shorelines in the Town of Southold. Not to be missed!</p>

<p>There was a discussion about the lack of an inventory of Stake and Pulley moorings in the town&#8217;s creeks. It seems there is a waiting list in some areas for a stake for a small boat, but the reality is that the existing stakes are in some instances vacant, and have been for years. The solution to ending a wait list to use a vacant stake is to inventory who is on what stake and open up those not used. No department. in the town seems to have manpower to do this, and the Trustees may ask the CAC to do an inventory. I didn&#8217;t volunteer for our members, but it sounds as though our membership could accomplish this in a week with little effort. <p>I will post information separately about the dock meeting on July 3rd.</p>
<p>Thoughts about some of the processes that are being discussed at these permit hearings.</p>
<p>The Trustees want VERY specific detail AND a validation for the reason, why you want to do something. Assume nothing. Explain everything. Example: remove some junk trees and poison ivy: every tree will be labeled; every poison ivy plant will be counted. Methodology and equipment will be specified. Example: you want to remove some stumps and plant a privacy boarder&#8230;sounds like a no brainer right? Not. Trustee&#8217;s answer: Don&#8217;t remove the stumps and plant the boarder. How can you do that? Applicant wasn&#8217;t there to ask, so now has to either try, or go back and plead his case again.</p>
