Q5: Storm Damage ?

Q 5 Storm Damage:  Both waterfront property owners on the LI Sound and waterfront owners and dock owners on the creeks and bays are faced with challenges such as ice damage to docks, gradual erosion from storm surges and Nor’easters, and hurricane damage and erosion. What background or experience gives you a full appreciation of these problems that waterfront property owners confront on a continuing basis?

Jim King, Trustee Candidate: I have owned waterfront home/business on Mattituck creek since 1969 and have endured hurricanes,
floods, nor’easters, and ice up to 10” thick around my dock and floats. I’m well aware of the downside of waterfront living, but would not want to live anywhere else.

Bob Ghosio

Bob Ghosio, Trustee Candidate: During my 5 years as Trustee I have seen firsthand the damage experienced by many waterfront property owners to their docks, bulkheads, bluffs, and beaches. Many times the damage is catastrophic while other times, due to lack of proper maintenance and/or bad initial design. Having experienced total property loss myself, I know the pain associated with catastrophic losses. Once it occurs, the natural reaction is to want to fortify your property so that it can never happen again. I generally support protection and prevention techniques that will minimize damage in the event of a storm and have even been at odds with NYDEC decisions that I felt were too restrictive, i.e. – not allowing stone armoring on the Sound. I have also been at odds with codes that may not allow for replacement of structures that were destroyed. How I make up my mind on applications is very situational and there is no simple answer when dealing with “mother nature”. Gradual erosion, particularly, is a problem that can be tricky to solve depending on location. Sometimes simple planting will suffice and sometimes coirlogs or some other method of sand and plant retention is required to prevent erosion. Each situation is different. Many times we need to get input from professionals and I am always open to different ideas to prevent future property and habitat loss.

property values from the events and circumstances outlined in this question. Further, coastal erosion has been a principal area of focus by this town board and we continue to make efforts to enlist the help of County, State and Federal Agencies to study the impacts and implement solutions.

Jill Doherty, Council Candidate: As your Trustee for the past six years I have seen first hand the effects not only storms but normal weather conditions can have on water front property. I grew up
on the water and have experienced many of the same situations as you have. I also was the clerk to the Board of Trustees for 10 years and have gained knowledge of the entire town and the different problems in different areas of town. I look forward as a Town Board member to continue to work with the Board of Trustees.

Steve Brautigam

Steve Brautigam, Trustee Candidate: My whole career has been full of reviewing storm damage and working/understanding FEMA and the permitting process. I have just secured over $1,000,000 in FEMA funding for a village that had damage in the 12/2010 storm and this past hurricane. I also refer to my answer in #3 on how I would suggest a new procedure in dealing with these issues on an ongoing basis and possibly opening up a FEMA partnership to possibly cover some of the private property rebuilding cost which would include streamlining the permitting process.

Bob Meguin, Supervisor Candidate: I do not have any background or experience dealing with natural destruction suffered by waterfront and dock owners although I do reside on a creek in Southold without a dock. I am however willing to listen to reasonable solutions to address the circumstances outlined in the question by minimizing government inertia and by requiring
expeditious decisions.
